With the order/order, Carahsoft Technology Corp. performs the following steps: Orders can be placed via supply orders, orders via the DHS marketplace, Carahsoft Technology Corp.`s web portal, electronic data exchange (EDI), fax, email or phone. All justified DHS contract agents, DHS sponsors and authorized holders of state purchase cards acting within their purchasing authority are entitled to place orders. The following purchase restrictions apply to orders placed on this BPA: A GSA BPA calendar is an agreement between a state purchaser and a Schedule contractor to meet repetitive supplies or services requirements (FAR 8.405-3). P cardholders who are not guaranteed as contract agents above the micro-purchase level cannot place orders above USD 3,000 unless they are certified order agents, in which case the purchase restriction cannot exceed their delegated purchasing authority. Supply contracts can be made through a DHS or a contract agent for the components organization. The often-added provisions and clauses address issues such as organizational conflicts of interest and the authorization of subcontractors or key personnel.
